School Accountability

For 2016-2017, the state accountability system assigned ratings to every campus and district in the Texas public education system based on student achievement in four areas as outlined by the Performance Index Framework:

  • Index one: Student Achievement absolute performance on this year's STAAR Assessments
  • Index two: Student Progress measuring student growth from one STAAR Assessment to the next
  • Index three: Closing Performance Gaps to emphasize high-level achievement for your previous year's lowest performing groups
  • Index four: Postsecondary Readiness is based on the STAAR Postsecondary Readiness Indicator, as well as, additional measures for high schools including student diploma plans, participation in advanced courses, college entrance exam results, completing coherent CTE course sequences

A-F Accountability Rating Implementation Timeline

House Bill 208, passed by the 84th Texas Legislature, required changes to the public school accountability system to be implemented in August 2018 including an A-F rating system. For an overview of what was to be included, please click here.

December 2016
Commissioner adopted a set of indicators to measure and evaluate districts and campuses.

January 2017
TEA released a provisional rating report showing the rating each district and campus would have received in 2016 if the A-F system had been in place. For an overview of the methodology used to determine the provisional ratings, please click here.

May 2017
HB 22, passed by the 85th Texas Legislature, required additional modifications to the A-F rating system.

June 2017
Campuses and districts reported to TEA the locally developed criteria used to rate the Community and Student Engagement Indicators.

August 2017
Campuses and districts received ratings based on our current accountability system.

Fall 2017
TEA will start a pilot group to design local accountability.

Winter 2017
TEA will launch a Task Force to determine how extracurricular activities could be included in the accountability system.

Spring 2018
Commissioner will finalize the rules for the revised A-F accountability system.

August 2018
TEA will not release first official A-F Ratings for campuses and districts as originally planned. Districts can expect to receive A-F labels under the new HB 22 plan. Campuses rating labels will be Met Standard or Improvement Required.

Fall 2018
Rules will be adopted for local accountability systems and the application window will open.

January 2019
TEA will release a provisional rating report showing how campuses would have been rated if the revised A-F rating system had been in effect for 2018.

August 2019
Campuses and districts will receive A-F rating labels under the revised A-F rating system.
